The team lead is the front-line for people management, and this includes all human resources-related issues, such as conducting performance reviews. The team leader may be responsible for gathering the information for the performance review or for conducting the review, depending upon the organization. He may also be responsible for final hiring decisions, promotions and terminations. Depending on the organization and role, he has a budget and signing authority. For example, he approves reversal of fees or charges in a customer service center. He is responsible for implementing new production targets, performance metrics and processes as these are developed.
